1. The Larimer County Democratic Party supports protecting and restoring the Cache La Poudre River. The Party opposes construction of the Northern Integrated Supply Project’s Glade Reservoir.
Consider the following:
- The Cache La Poudre River is the only designated wild and scenic river in Colorado.
- The vibrancy and health of the river are critical factors in the environmental, economic and recreational well being of Northern Colorado.
- The amount of water presently flowing in the river is greatly reduced from historic levels.
- The proposed Northern Integrated Supply Project’s Glade Reservoir will significantly further decrease the peak flow of the river.
- Lowered water levels will negatively impact our environment, our economy and our recreational opportunities.
- Present and future agricultural, municipal, and industrial water needs can be met by water conservation, increased efficiency, reuse, and water sharing partnerships among users.
- A new reservoir using Cache La Poudre water does not serve the best interests of our region.

2. As a matter of basic economics and the common good, the Larimer County Democratic Party supports guaranteed, quality, affordable health care for all through a single-payer financed system in the United States as outlined in HR 676, ‘The US National Health Insurance Act.’ We also recommend a pilot project in Colorado, one which embodies the principles central to ‘The Colorado Single Payer Health Services Plan’ submitted to the 208 Health Care Reform Commission.
Supporting comments:
- The current health care system in the United States has reached crisis point.
- The fragmented, administratively wasteful model of commercial health care insurance has resulted in the continued escalation of health care costs and bureaucratic nightmares for health care providers, patients, and employers
Important provisions of a single payer financed system of health care:
- Quality health for all.
- Emphasis on prevention/primary care
- Financing through one agency (public or quasi-public) that pays health care providers and hospitals for the care they deliver
- Return of medical decisions to the patient and health-care provider—no more insurance company interference.
- Patient choice and continuity of care without our system of private health care providers.
- Strong cost-containment programs and reduction of administrative costs
- Access to portable health care coverage that is no longer tied to employment
- Marked reduction in both economic and human costs, such as bankruptcy due to health care expenses.

3. The Larimer County Democratic Party opposes any uranium mining in Northern Colorado until the mining industry can prove, beyond doubt, that such activities will pose no threat to public health, the environment or the economic well being of the area.
Consider the following:
- A project is underway to mine uranium in Northern Colorado using in-situ and/or open pit mining methods.
- The uranium industry is currently acquiring numerous mining rights and leases in Northern Colorado.
- There is proven risk of irreversible ground water and airborne radiation contamination as a result of uranium mining activities.
- There are documented increases in various cancers, birth defects, other health hazards, and deaths where uranium mining has occurred.
- There are no known ways to guarantee the protection of public health during and after mining operations.
- No safe, long-term system for the storage of mining by-products has yet been developed.
- The toxic contamination from uranium mining will negatively impact the economic vitality of Northern Colorado.

Therefore, the Larimer County Democratic Party of Colorado demands from our party platform that any future trade agreements with other nations are accountable, definable, and have enforceable labor standards to protect the rights of all workers. We further resolve that a commitment be in place for our Democratic leaders to change corporate tax laws to punish the off shore export of American jobs. The United States trade deficit now approaches 800 billion dollars per year, jeopardizing our economic security and putting a high risk for our children’s future in the United States. Since the inception of these global trade agreements, the United States has had loss of jobs and destructive economic policies promoted upon the citizens. We support trade agreements that guarantee worker protections, living wages, human rights and environmental protections. |

Whereas, the Larimer County Democratic Party recognizes that working people are struggling to make ends meet and our middle class is disappearing; and the best opportunity working people have to get ahead economically is by uniting to bargain with their employers for better wages and benefits; and whereas, the Larimer County Democratic Party supports workers’ fundamental right to join together in a union to bargain collectively, and whereas, unions operate under fair, democratic rules and workers in Colorado cannot require anyone in their workplace to pay union fees unless 75% of workers have voted to do so. The rules are strict enough now, and Colorado does not need an initiative that overrides a majority decision in the workplace and Whereas, the proposed initiative will lead to more government interference in business and workplaces. No one in Colorado can be forced to join a union today, and employees are only required to pay a fee for union representation if both the employer and its employees agree. The government should allow companies and employees to negotiate the best solution. Whereas, if passed the “Right to Work” ballot initiative would destroy unions’ ability to be a voice on behalf of working families in Colorado, therefore, be it resolved that the Colorado Democratic Party strongly opposes the proposed “Right to Work” Constitutional Amendment; and therefore, be it resolved, that the Democratic Party supports allowing state labor law reform to remain in the hands of the Colorado General Assembly. |

Employers misclassify workers as “independent contractors.” They commit violations of various laws and cause substantial harm to the Government, workers and law-abiding employers by failing to pay taxes, workers compensation, unemployment, overtime pay and other required conditions. The Larimer County Democratic Party recognizes the middle class working people need help with tracking employers who misclassify workers and cheat, in the act of deceiving the State of Colorado Government by not paying the proper taxes and pay. Further the moral principles and the nature of this crime come under fraud. As a body we want state agencies to be directed to share relevant information on violations and investigations to promote effective enforcement. We further want workers protected from employer retaliation for asserting their rights to seek enforcement of the law. There should be a presumption of employee status by the state unless the employer can show that a worker meets the definition of an independent contractor in a legitimate manifest. |
